Eagle - II


EAGLE II is a Multiple Award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract that provides information technology solutions through performance of a wide range of support services. QSSI was selected for a contract award in the Functional Category 3 - Independent Test, Validation, Verification, and Evaluation (IV&V) Unrestricted (UNR).

QSSI will provide independent test, validation, verification, and evaluation solutions to ensure that all IT products and services meet DHS standards, and are performing to defined design, cost, schedule, and performance specifications and capabilities.

QSSI has significant and relevant IV&V experience supporting a number of federal agencies. Representative contracts over the last 3 years include:

  • HHS Enterprise National Level Repository Testing (system, functional, integration, performance);
  • Enterprise Medicare Fee-for-Service Application Portfolio Testing (5 systems, 100+ testing specialists);
  • HHS CMS Accountable Care Organization (ACO) Testing (SQA, agile-based testing services);
  • Department of Education Integrated Partner Management (IPM) Testing (comprehensive SQA services);

Quality Assurance Program

As a CMMI for Development (CMMI-DEV) ML4 appraised firm, QSSI has invested in the construction of robust Quality Assurance (QA) methodology, which we use across our federal IV&V contract portfolio. QSSI is fully committed to using our institutionalized, enterprise-wide QA capabilities to ensure that consistent, dependable management is applied to every project.

QSSI established a Quality Management Office (QMO), which functionally reports directly to the Sr. Vice President of the Program Support Organization (PSO) of QSSI. The QMO has responsibility for planning, managing, implementing, and monitoring quality assurance, process improvement, measurement and analysis, and process training and learning activities for the entire QSSI organization. Our QMO team possesses proven experience in defining, implementing, and leading the quality programs that reflect this maturity of process quality and process efficiency. Senior members of the QMO are required to have a minimum of seven years of quality and process improvement experience in an environment of full life cycle development and process auditing. This ensures our QMO team can provide proven expertise to our project teams.

Upon task order award, projects are assigned a fully-qualified QMO representative to perform QA duties, as well as any additional duties associated with any QMO activities that may arise during the project's life cycle. Consistent with CMMI-DEV ML4 process, a formal Quality Assurance Plan (QAP) is integrated into each Project Management Plan. The QAP is based on the project scope, identified processes, and work products (deliverables), and establishes project specific quality standards and processes for monitoring quality. Our process for QAP development and operations includes:

  • Defining client requirements;
  • Defining QA review criteria, QA metrics used, and acceptance criteria;
  • Ensuring key quality milestones are integrated into PMP;
  • Conducting audits per approved DHS schedule;
  • Reporting finding per approved DHS report format; and
  • Developing process improvement plans to address any process weaknesses.

QSSI defines high quality artifacts as clear and concise reports that allow our clients to easily assess the status of the specific process against their requirements and business needs. We use industry standards (CMMI, Six Sigma, PMBOK, and ITIL) to create our templates and tailor each one to specific deliverable requirements. Wherever appropriate, we use graphics, charts, and/or figures to ensure the highest levels of clarity and quality. All deliverable templates are reviewed and approved by the client prior to production.
